TL;DR

When connecting to a modded server, sync both the mods and the mod settings at the same time

What ?

Right now you need to connect twice to a server, once to sync the mods, a second time to sync the mod settings.

Instead, when a user connects to a server for the first time both the mod list and the mod settings should be synchronized at the same time.

Why ?

This will save users an extra restart to join a game. Additionally, some mods only work with other mods when certain settings are enabled, so it is not possible to load the mods with their default settings in all configurations.
If both the mod list and mod settings were synchronized at the same time it would solve both issues.

I've had this issue too, but experienced up to three restarts with some servers.
1. sync mods
2. switch a mod to the correct version
3. sync settings

Only then to find out you're not on the servers whitelist.
Factorio should really check the whitelist before even syncing the mods.
