Debounce/Rate limit audio on placing concrete/stone flooring

TL;DR
The audio from placing flooring such as stone or concrete could be rate limited to avoid an annoying sound.
What ?
Placing flooring such as stone or concrete plays an audio clip as the placing occurs. This happens for each segment that is placed, and as a result, placing lots of flooring at once can be quite annoying and deafening.
If the audio were rate limited, it would only play the audio once in a given time period, regardless of how many items of flooring has been placed.

An alternative may to be make subsequent placements of flooring within a short period quieter.
Why ?
Placing lots of flooring at once can be quite annoying and deafening.
