Skip Map Transfer if Transferee has Save Already

Basically, this would put MP more in line with Paradox games like Victoria 2, Crusader Kings 2, Europa Universalis 4, etc.
Right now, sending even small files takes a long time. I don't know why it takes a full 5-10 minutes to send a 3 or 27 meg file. I assume they're working on the transfer time, but a lot of that is avoided in MP of the above games that I play.
My suggestion is to make the game load a local save instead of the host's save if they match, instead of going through the 'sending map to peers' process. This will allow the host to simply distribute a save to people and you'll be in the rehosted game in seconds.
