[kovarex] [0.17.34] rail placing accros the map

When using the map, you can shift click with rails to place rails ghosts. this can be done from anywhere. however, when you shift click and then letting go of shift, you start placing non-ghost rails, even though it would normally be way out of reach. This is not a one time thing, this can be done all the time.
