Add a better stun effect

Landmines "stun" the enemy that steps on them, using the "stun sticker" effect.

Except it isn't really stunning - it's a movement multiplier of 0. Entities (including players) can still shoot, still do anything apart from move. If players try to run while movement is multiplied by zero, you get mad garbled footstep sounds.

Give us a proper stun effect that stops movement, stops attempts at movement, and prevents the stunned entity from shooting.

Uses: shock grenades, EMP cannons / bombs, brief stuns accompanied by knockback from explosions, etc.

Bonus points if the sticker draws little birds flying around your head.
