[0.17.23] Car braking distance too long on concrete

The car braking distance is too long when driving on concrete compared to grass, and it depends on how long you have been driving on concrete for. The longer you drive on concrete, the longer the braking distance. I got up to 3 times the braking distance compared to grass, while the car is not much faster on concrete.
What did you do?
First I drove on grass with full gas for about 20 seconds, then let go of the gas and hit the brakes. Then I did the same but on concrete, at the same point.
What happened?
The distance from the initial braking point on concrete was up to 3 times further away compared to on grass.
What did you expect to happen instead?
The braking distance should be only slightly longer on concrete because cars are slightly faster on concrete.
Reproduce:
Lay down a long stretch of concrete. Mark a spot to start braking at. Drive the car on concrete full speed for about half a minute, then brake as fast as you can on concrete. Now do the same but on grass.
