[0.17] Solid fuel production change?

Is same oil setup as pre 0.17 now producing less solid fuel ?
Or is it bob's logistics that have reduced production(and I installed for the first time after 0.17)?

You forgot the change in crafting time for making solid fuel, and Chem plant's crafting speed. Every bit is important
.
It used to take 3 seconds to craft a solid fuel, it now takes 2 (with crafting speed 1).
But on the other hand, chem plant went from crafting speed 1.25 to crafting speed 1
So in 0.16, solid fuel was crafted 1 every 2.4s in a chem plant. In 0.17, it's crafted 1 every 2 seconds.
So if I didn't miss something, solid fuel should be crafted 16.7% faster in vanilla.

Also a BP setup I had from 0.16 for 8 refinery setup is now producing too much of this and less of that. I think I have to rebalance at some stage

Don't forget that Blue Science now consumes Solid Fuel. You might want to factor that into your rebalancing calculations (and pump formulas).
For example, in one of my plants solid fuel used to be produced only if tanks were about to overflow. Now I always produce it - from at least light oil - unless there is no consumption of solid fuel at the moment.
