I remember in 0.16 that they're used to be a diplomacy tab. This was really useful for setting other players as allies in order to trade with them.
This is in regards to the PVP scenario when you host a multiplayer game

It looked like this

The feature wasn't fully developed, and could be used to just cheese the other teams,
I decided it wasn't used enough or developed enought to remain in the scenario

You can set teams in the initial PvP setup GUI, but they will be locked for the duration of the round
