[0.17.9] Destroyed objects no longer placing ghosts in at least early game

I'm not sure if this is intended or not, I don't recall seeing anything about it in the changelog and a quick search for the term "ghost" didn't come up with anything relevant.

It appears that, when an object is destroyed (e.g. by biters), a ghost of the destroyed object is no longer being placed, in the early game at a minimum (I have not tested what happens after construction robotics have been unlocked).

Used creative mod to test some more, ghosts appear if construction robots are unlocked. Might be intended behaviour, but it indicates a regression in the functionality (it used to only do ghosts after construction robots are unlocked, then it always did ghosts, and now it's back to only after robots are unlocked).

I stand corrected, my memory must have been lying to me. I just fired up standalone 0.16.51 and ghosts indeed aren't getting placed automatically there either.
