Direct Connect should support synchronization of mods

TL;DR
(A) Connect to Server (direct connect) should support synchronization of mods between server and client.

(B) And without trying to make this into two suggestions, it would be nice if this allowed non-public-hosted-mods to be synchronizable.
What ?
If you use the server browser to connect to a server that has different mods to you, you get a dialog to synchronize mods with the server, however if you try the same operation with a direction connect (connect to server) (IP/LAN/non-public) then there isn't anything to help. Server hosts may not want to make their server public / deal with authorization just so they can take advantage of the 0.17 mod synchronization feature.
Why ?
(A) Because otherwise making a private server with tons of mods has all the complications of v0.16 which were enough of a hassle to get the process upgraded in 0.17.

(B) The reason for allowing non-public-hosted-mods would be for multiplayer mod development. I would like to be able to quickly/easily develop mods and have my friends join to test them, without having to push them to community database for each small code change, or some alternate method for pushing changes.

Sorry about two suggestions, but the second is pointless unless the first gets implemented.
