[0.17.7] Upgrade Planner clears the "Last user" flag

Using the Upgrade Planner to upgrade, downgrade, or replace objects clears the "Last user" flag. I've been able to do this reliably with objects replaced by the base-Roboport bots as well as bots from the Personal Roboport. I tested Belts, Assemblers, and Inserters.
How To Reproduce:
This provides the potential for players to grief remotely and anonymously on a multiplayer server that has bots available.

How To Reproduce:
- Place an object by hand
- the Last User flag will be set
- use the Upgrade Planner to replace the object
- the Last User flag will be gone from the replaced object
