[0.17.5-0.17.6] Failed to migrate map when joining multiplayer game

I've tried to join a multiplayer game twice and gotten a "failed to apply migration" for the 2018-08-03_Factorio_0.17.0.lua migration. If I delete this and all migrations with a later date in the name, I can join the game fine. I didn't try only deleting the one failing migration.
I am playing on the non-steam Windows x64 zip version downloaded from factorio.com. To install, I just unzipped it into a folder.
I've observed this in version 17.5 trying to connect to non-headless Windows game using a map that the hoster had migrated from 16.51. We did try having the hoster save the game from within the 17.5 version of factorio, exit and restart the game, and restart the hosted game using the map saved from within 17.5. Nothing worked until I deleted the migration files.
The next day, on a different machine with 17.6 installed, I tried to connect to a game that had a map newly generated for 17.6 and was running in headless mode (not sure if the server was Linux or Windows). I again had to delete the migration files before I could connect, but another user (using a Steam version) was able to connect just fine without having to perform any migration deletions.
