[0.17.5] achievement enabled with mods

I just started a rail world with a fue mods like quick start
I placed a loco after 2 minutes and I got the rail before x minutes achievement. Should the achievements normally be unavailable when using mods

Steam achievements are disabled, but local achievements may still be available (depending on map settings).

Modded/Unmodded saves have separate achievement tracking (achievements.dat & achievements-modded.dat). Only unmodded achievements count as Steam achievements.

Thought there was only steam achievements
