Screen Size and Fullscreen

Hi
I have two questions:
1. Is there a keybinding to toggle fullscreen? I saw on these forums a post that said it's Alt + Enter and another that said it's F11, but both don't work for me and I can't find it in the keyconfig either
2. Since yesterday I'm not able to resize the game window anymore, this is especially disadvantageous when in the Controls screen:
Is that something that came with an update or is this a fault on my part?
