[0.17.3] Starting Resources spawn outside Starting Area

Stock Deathworld Preset. I've seen several with issues, but this was the most obvious. The starting resource group is on cliffs and near biters, clearly outside the starting area. Clearly unplayable, as getting close enough to the iron to mine is also close enough to aggro biters... I tested it. It also is not a map preview issue, the map really is like that.

Also experiencing this, it's really obvious if you select deathworld and up the biter numbers from 200% to 300%, lots of seeds will just result in impossible games. Also easy to note that the starting area only seems to determine how far from center the biters are- so if you set starting area size to 17% at min, I can almost guarantee you that none of your resources will actually be within that area.

Thanks for the report. The "starting area" just effects biters in 0.17.
