On my machine, a Late 2013 MacBook Pro running macOS 10.14, the combination of SHIFT + Mouse wheel up/down is clearly not detected properly:

• Under the default controls, using SHIFT + Mouse wheel up/down to move through active blueprints does nothing at all.
• Trying to rebind any controls to SHIFT + Mouse wheel up does not work. Though Mouse wheel up and Mouse wheel down are detected fine on their own or with Command/Alt/Control, when Shift is held and the mouse wheel is scrolled up, the control is rebound to SHIFT + Mouse wheel down, instead!

I am using a very simple cheap, wired, three button USB Logitech mouse. Unfortunately, my trackpad on this machine is broken, so I cannot test if the behavior is specific to an external mouse for whatever reason or if it also occurs with the trackpad. :(
