When using the tech tree in version 0.17.2, both scrolling and hovering in the tech tree yields a lag/delay. I also encountered this problem in version 0.17.1.

My specifications are

Mac OSX Mojave
MacBook Pro 2018 with Touch Bar
Factorio 0.17.2
