[0.17.2] Nuclear reactor no fuel warning

Since 0.17, my nuclear reactor has been flashing the no fuel warning. While this is technically true, it's not helpful, especially as its above 500C and additional fuel is not necessary. I saw that the no fuel warning has been added to trains so maybe this is an unintentional carryover. Or it's an intentional feature, but not one I'm a fan of.
