[0.17.1] item count on cursor and toolbar are confusing

The item count in the toolbar differs from the count when picking up the item. I know one only holds one stack of items in the hand and this might make sense to ctrl/shift click inserting of items. But this might be confusing to new players.
PS: I noticed because I thought I would run out of belts soon while placing them and suddenly the count reset to 100. While using click&drag one doesn't look at the toolbar, only at the count of the cursor.
