[0.17.x] Drag-and-Drop replacement of filters

Disclaimer: I originally posted this in the bug report section, but was told that this is behaving as intended. That's great, but in that case I want to make a suggestion for a change.
This suggestion is similar to viewtopic.php?f=6&t=65400, but I am not talking about having new items occupy the toolbar: I am OK with having to explicitly set a filter for a newly crafted item.
Suggestion:
Selecting a filtered item and placing it on top of another filter overrides the second filter and clears the first filter. The second filter is now in the player's hand and can be dropped elsewhere or discarded. This preserves all the new behavior of the toolbar, but makes reorganization much easier by eliminating the need to clear filters when you're really just trying to move them around.
Current behavior:
Suppose I have the follow toolbar layout. Now, I decided that I want the transport belt in spot that is now in spot #2 in spot #3 instead. In the 0.16 toolbar, clicking #2 would put the transport belt in my hand. Dropping it on spot #3 would erase #2, put the transport belt in #2, and instead put the underground belt in my hand.
This no longer happens, and it makes changing filters on the toolbar way more cumbersome than it used to be, offsetting the gains by having the toolbar act as a filter (which is awesome, btw).
Instead the aforementioned procedure leads to this: As you can see the transport belt has returned to #2, and the underground belt has moved to my hand.
To replace a filter, I now need to for example click #3, put it in an empty spot, then delete #3, then move #2 over to #3, and then delete #2. This does not feel like it matches the UI philosophy that I've been reading about in the blog posts.
