Same here. (Win10, 1803, 64bit)
Gui scaling does not help (tried 75% and 100%).

This happened to me as well. Windows 10 64 bit, 2560x1440 resolution with 125% UI scaling.

[Some time later]
It's gone now. I don't get how or why, but now that I am tasked with inserting sience packs into the lab all texts seem to fit into the screen.
I have neither restarted the game nor can I remember having done anything in the settings...

Your translations seem a bit off.
(Research shows german text, while the rest is english)
maybe file a bug report for that

Can confirm that this is also a problem with 0.17.1
I noticed that the problem was gone after the technology to see the map was researched, although I didn't monitor it that well (as in, maybe the 'opened research center once and it's fixed' can be true)

Also happens to me. 2560x1440 resolution, but it doesn't matter if I switch from full screen to windowed. This happens at least in the new campaign.
