Player running speed based of zoom.

TL;DR
Make player avatar running speed function of zoom. (faster when vieving large area, slower when smaller)
What ?
When player zoom-in to view some factory detail and has bunch of exosceletons in PA avatar moves too fast - its hard to position avatar on specific tile (read: tile where isnt any belt) but on the other hand that speed is nice to have, when zoomed-out...

Currently player need to remove exosceletons from PA to move slower (which can be impossible when inventory is full) ...
Why ?
Try to move to that single tile in middle of that belt-spaghetti-monster when having exosceleton in PA ..

It wouldn't be so bad to have a walking for ordinary movement speed. A fully sanic'd out power armor gets nearly impossible to control fine detail. But at that point you should probably be using blueprints and redprints to get everything done.

I normally don't bother adding legs to my power armour, because I have enough difficulty stopping on the right tile in areas with lots of belts even at normal move speed. I'm pretty sure that vanilla belt immunity equipment is coming as part of 0.17, which should help.
