Map Editor - Pre-Configure Oil Refinery Recipe

Hi,
This is a very basic question and possibly not the correct place to ask on the forums (I apologize). However I did not see a section for the map editor.
I want to setup a nuclear power architecture in the editor to practice and learn, but I cannot select a recipe for Oil Refineries while working in the map editor. I guess this is because the the recipes are not available without the Technology having been researched? Is there any way to accomplish this, and more broadly speaking, is there a way to access the full breadth of the game in the Map Editor?
