I think that and online installer would be a nice way to download Factorio for people who's browser takes a long time to download the file.
So, here is how it would work.

• You download a small executable
  You choose the installation directory
  The installer downloads each file individually
  The installer then puts the files in the selected folder

How would that be different from using a download manager plugin for your browser, or using steam?
I.e. what target audience do you envision for this?

Also using online installer might be actually slower in that case - it still needs to download the same game files anyway.

include a download installer in the launcher. Just download the launcher and have it install the whole game for you.

Advantage: it could always download the most up to date version, no matter when you downloaded the installer.
