[0.11.1] Savegame causes desync

This game was started with 0.11.1 and played MP only. Now if i try to start a multiplayer game loading this save it will always desync. This has been tested locally on the same LAN and over the net with the same issue.

Here are the logs: factorio-current-1.log is the host and factorio-current-2.log is the machine connecting when it happens. (This test was done on the same machines with 2 copies of factorio running on different ports) Edit: This is just the biters causing desync issue. You can delete/merge/close this bug.
