config player settings factorio server

Hi all,
Im setting up a factorio server with some friends. It has been a year ago since we played and i was adjusting some world settings.
I cant seem to find any player options. I remember i could config the distance and pattern of the starting bases locations. And a whole bunch of other settings. The only settings i can find are the terrain settings and some server settings just after I generate the world which lets you config the amount of players. Can anyone help me out.
