So perhaps this is an unusual path, but I researched Artillery and found that I could not craft Artillery Shells because they depend on Explosive Cannon Shells. A little poking around revealed that those are provided by researching Tanks. Seems like this should be reflected in the research dependencies.

Some dependecies between technologies are intentionaly left implicit (as in - you can research technology B, but can't build things it unlocks without researching technology A). I'll pass this onto design team to reconsider if it makes sense in this particular case, but at the moment we don't consider this a bug.
