ping can't reach IE cannot establish connection with server (along those lines)

ooi! me and my friends can't make this game work. google is no big help nor the forums seems like this problem goes back all the way to 2016
help?
the issue is as follows i startup the game go to multiplayer and to browse public games, i choose the server my friends are running which is set to lan and or public, once i click it the stats on the side that is of concern is the ping: which after afew seconds writing "calculating" it "goes to ping can't reach" which i assume is the main issue, i hit connect then it says "notice: could not establish connection to server
