[0.16.51] Splitters ignoring one input belt

I'm not sure how to describe better than in pictures:
https://gfycat.com/PalatableTanKronosaurus (note the red science not moving)
https://gfycat.com/AgonizingDisastrousCrayfish (same)
https://gfycat.com/SparseThriftyCommabutterfly (some time later. Unlike the previous gifs, the red splitter no longer has output priority. Alt-mode got disabled due to alt-tabbing. Now green science is not moving. Transport lines shown)
https://gfycat.com/SardonicGlaringCreature (some more time later. Having red splitter doesn't matter much turns out - you can get the same effect by outputting on red belt (outputting on yellow belt DOES NOT display the bug))
I tried to reproduce it in a more minimal fashion, but that's tricky. Best I got is: https://gfycat.com/ThirdCostlyCommabutterfly . Note the splitter changing preference from copper to iron midway due to copper supply running out. Also note how the left lane has 4:1 iron:copper ratio(!)
Attaching the save (vanilla + non-game altering mods: FNEI + bottleneck), you can load and meditate on the contraption.
Blueprint string of the device:
