Strip Mining: Leaves a lake after exhausting ore deposit

Water map generation is bad. If you ask for a lot of water you end up with small lakes scattered all over the map and if you ask for little water you often get just one small lake... which is a pain when you want to supply power plants, bus and factories.

Suggestions for reverse landfill (or whatever you want to call the ability to create lakes in places chosen by the player) get denied because it would make it too easy to create a moat that would make the player immune to biters. Fair.

This suggestion does not have that flaw.

Description:

- Strip Mining ONLY WORKS on EXISTING ORE DEPOSITS. That ensures that it is not a way to defend from biters.
- Strip Miner leaves a lake after exhausting an ore deposit. Just like in real life strip mining.
- Exact mechanics could take a variety of forms. Maybe you place it just like a regular miner. Maybe you place only one Strip Miner Depot at the edge and it deploys Strip Mining Vehicles.
- Strip Mining should be slower than regular mining. Maybe 1/4 to 1/10th of the speed. That should ensure that people use regular miners for most of their mining, and only use strip mining when they need a lake.
- Like in real life, Strip Mining should pollute twice as much as regular mining, unless special measures are taken... like Factorio efficiency modules.
