[0.16.51] Inserter Graphic Frozen While Unpowered

1. What did you do? I rotated an unpowered stack inserter that had already been placed.
2. What happened? The alt-GUI showed that the stack inserter was now facing the way I wanted, but the graphic for the "hand" was still in its original place.
3. What did you expect to happen instead? The graphic should have showed the new hand position.
I was not able to replicate this bug if the inserter was powered. I was able to replicate this bug with yellow inserters, blue inserters, long-handled inserters, and stack inserters. I did not test with either filter inserter. I also tested with initial placement at all four orientations (facing up, down, etc.).
This is not easily caught (I have over 100 hours of playtime just in 0.16.51) because the alt-overlay rotates as expected, and it only happens with unpowered inserters.
