[0.16.45]this read-pulse segment miscounts left side items

Build this and watch the counts, snip and replace the feedback wire on the counter once it's running to see it clearly. The sideloaded segment shows half the pulses for items loaded from the left as for items loaded from the right. I tried starting from the simplest case and build up to it, I'm pretty sure it's got something to do with sideloading from curves and feeding a splitter, and the double-tap isn't necessary, but when I built one that reproduced the symptom, blueprinted it and tried to test rotations, not only did the rotated ones not show the symptom, just building it from a blueprint didn't. So this is the reduced case I started with, building it in vanilla from this blueprint does still reproduce the symptom for rme.
