Cannot access World View from Map

I have tried reverting to multiple previous 0.15 versions and the latest 0.16 experimental version and have not been able to get world view to work from the map. Even with radars placed in game, even zooming in on the player. running in single player mode. is it graphics dependent? do i need to run the highest graphics resolutions to get this feature?

Is "alternate zoom" the same as "zoom" in your controls?

@Jap No they are different. regular is UP and DOWN, ALTs are Mouse Wheel up and down respectively. i dont have a mouse (playing on a laptop).

From memory, one of them never transitions to the map view.
