PvP Team Research Not Working Properly

This might be an issue or maybe just how the game works but the research seems to be fixed at a steady growth rate in the freeplay pvp scenario. I have not found any information on how the research is intended to work but I assume that the research can usually be selected by the user. I'm my case the game is selecting the research for us and we are unable to choose our desired tech. Any information on this would be helpful.
