i've recently been victim of trolling on a server, not only me, multiple servers too, and its becoming annoying and driving away people. is there a way , some way to have a global factorio banning system to ban these people permanently, or even license terminations through EULA?

No, such a system can easily be abused. It is the responsibility of the server owner to punish people who are causing trouble.

I hope this is actually a troll post.
