[0.15.40] Can't connect to some multiplayer servers

Hello, I am using pfSense 2.4.2-p1 and I can't get Factorio version 0.15.40 from Steam to connect to specific servers. I can ping some servers, but I can't ping others. For example, I can't connect to my friends server, which other people can connect to. See the error message and logs below.
It's worth noting that I have set up pfSense where I can host servers and people can connect to them. I'm just not sure why I can't connect to him. If I connect my phone through USB and use it as a hot spot instead of my normal connection, I can connect just fine (T-Mobile LTE). I've tried messing with every single setting I can find for UDP to no avail.
Does anyone have any ideas?
