I have a system trying to balance repair packs in roboports.

Inserters of any kind cannot remove repair packs from roboports.

Specifically I have a filter inserter with a repair pack filter adajenct to a robot port with repairs packs, no packs are removed.
I have also tried using normal inserters as well. I only seem to be able to remove bots from the roboport.

This is not a bug. Entities can only have one output inventory, which in case of roboport is robot inventory.

Don't try to balance repair packs in roboports, balance them in storage or buffer chests. Purpose of repair pack inventory in roboport is 1) to save robots roundtrip back to storage when they return from reipair job; 2) prevent robots getting stuck in the air with no place to drop off their repair pack when you only have passive providers and no storage chests.
