I assume that the build rail permission is to enable/disable a player's ability to lay track. It doesn't appear to work.

The only way I have managed to stop a player from laying track is to remove their 'Build item' permission.

Steps to reproduce

1. Start game in sandbox scenario
2. Research all tech, choose to have starting items, but not cheat mode
3. Enter permissions system at console, and remove 'Build rail' permission
4. Try to build rail. It is allowed (not what I expected)
5. Enter permissions system at console, and remove 'Build item' permission
6. Try to build rail. It is NOT allowed (which I did expect)

Thanks for the report. build rail is the act of building through the rail planner tool not the specific item.
