[0.16.21] Map tag icons ignore icon_size

Tag icons on the map are not scaled to standard sizes according to the icon_size tag from the item prototype. (I know this was already broken in .15 but forgot to report it... :P)

Thanks for the report.
Fixed for 0.16.23.
The item icon did not scale properly on belts nor as item-entity, so that's fixed too. It's very likely we will change vanilla icon sizes in future updates, which was one of the reasons we made icon_size property mandatory, so this better work properly

Yay :).
For the map it might actually be nice to have some ability for larger icons. But that's a request i guess.
