Looking for Mod

Does anybody know of a mod which allows you to customize belt splitters so that you can do something like: For every X items sent to the left, send Y items to the right?
Some guy posted THIS on reddit while ago.
Check the picture, i havent tried it yet myself but it looks really simple, couple wires and one combinator.
