Either blueprinted or placed I can't rotate them.

Thanks for the report: chests don't support rotation.

Usually player would expect any entity to be rotatable at least in blueprint - before it's placed.

The vast majority of entities can't be rotated. Trees, standard pipes, electric poles, chests, lamps and so on.
