fluid wagon fluid count issue

i have my 3 car oil trains set to go to unload a where they leave when they're oil lvl is 50000 then to unload b where they leave when oil is 25000 and then c where they are empty in every version up to 16.13 this has worked flawlessly but now they are going from oil b to oil c with .1 oil left in the middle wagon and jamming everything
