[0.10.x] Activating Ghost Placement

I see that ghosts are disabled when you start a new game, but researching all the tech activates them.

So which technology activates the ability to place ghosts?
I there a property I can give one of my mod techs to activate it earlier?

Technology property that unlock this ability is "ghost-time-to-live" that is in "construction-robotics" and in "automated-construction".
