Downloading map from other peers failed|DedicatedMultiplayer

I have been running a dedicated server from my machine for several months and have had no issues up until recently. We stopped playing for a bit, but didn't update past the 0.15.40 build. We were all able to connect for the first few days, but after a while, it was only myself, my wife, and two friends able to connect. With the exception of my wife and I, the other two players who can connect are on different networks and isp's. The other two players who are unable to connect are also on different networks and they almost immediately get 'downloading map from other peers failed'. There were no updates or changes to the server in between it working and not working, and no changes to the network either. We all decided to update to 0.16.07 and see if it would allow the others to join. The four of us that were able to connect can still connect, but the other two are still receiving that error. I have tried google searching and cannot find what might be causing this. The two have tried with and without firewalls, I've triple-checked that the correct ports are forwarded and still nothing.

I've now tried hosting a normal p2p multiplayer game without a server running and they get the same issue.
