Looks like existing requester chests aren't working properly until they're 'reset'. Logistics robots don't refill them until an action is taken that resets something about the chest status. Maybe related to the new buffer request flag.

Below are the tests I've done. Assume that a requester chest existed prior to 0.16.8 update and has less items in it than it is requesting. "does nothing" means that robots still don't fill the chest, and "resets" means that they do and it proceeds as it should from then on.

-adding new request for a different item does nothing, but robots fill new request. robots fulfilling new requests does nothing with regards to fixing existing request
-manually adding items to chest does nothing
-manually removing items resets
-toggling buffer option resets
-changing quantity of request resets
-inserter adding items does nothing
-inserter removing items resets
-shooting and damaging chest does nothing
-shooting and destroying chest causes chest to be replaced by robots. new chest works fine
-updating to 0.16.9 does nothing
