On the left, the south signal is green while the north one is red, they should both be green. Notice the chain signal between the southside chests on the iron station.

Steps to reproduce:
  • Download the attached world
  • After about 10 seconds, an iron train leaves the north station, the southmost train moves from the stacker into the now empty north starion.
  • About 10 seconds later, a train leaves the south iron startion, resulting in the exact situation from the screenshot.

Can reproduce in 16.7.
With what version of the game has the map been created?

What happens when you remove a segment of the rails in front of the signals and place it back?

Changes nothing, only removing the signal itself or its directly connected rail piece seems to have any effect.

Is there any chance this signal was ever connected to a circuit network?

The map was created (based on a scenario) on version 0.15.10.

There's a good chance it was connected to the circuit network at some point, I was messing around a bit in that area.

Just for kicks i downloaded your map, and put down a power pole, connected the red wire from light to pole and it had "Read Signal" checked (i.e. had been connected to circuit at some point), removed that and it works as it should.
Only thing that tells me is that the game isn't checking the circuit network if things are actually still connected and just assumes they are if they have any settings on them ( at least in this case ) - i hope that isn't the default case anymore as is tend to mess around with my circuit network alot and wouldn't like random errors occurring because of old settings :P

Well the issue here is that the signal is in an erroneous state, it thinks it is connected to the circuit network. It should have never gotten into this state. Unfortunately it is impossible to find what caused it now. Some bug probably, but no way to find when and how and whether it is still there, unless someone notices it at the time it happens. So, for now, I will close this. Thank you for the report though.

@birkirf yes, it does remember the settings.
