[0.16.7] Burner inserters are unable to fuel themselves

My burner inserters got stuck and won't fuel themselves. If I fuel them manually they'll get unstuck and operate normally.

I haven't tested this in 0.16, but burner inserters are slow. They probably have trouble picking up from a moving redbelt.

They can not take from fast transport belts reliably and then run out of fuel, use normal transport belts to avoid that. NaB.

I disagree. The belt is backed up. The coal is not moving on the belt. Why shouldn't it be able to pick it up?

Your save shows the end result, not how it got there. Naturally the inserter can not refuel itself if it is out of fuel already, that is working as intended.
