[0.16] Arumba Lights Fixed

Here is an updated version of the mod for 0.16, only info.json update was needed.

Seems that the original dev isn't updating it any more so I decided to post a whole new mod for 0.17 - https://mods.factorio.com/mod/arumbalights-again
