[0.16.6] Library inserter blueprints forget stack overrides

Reproduction steps:
* Research enough tech to have stack size 3 on normal inserters
* Put down an inserter and override its stack size limit to 2
* Create a blueprint containing it
* Save the blueprint in your library
* Exit the game and re-enter (you don't have to quit the game entirely, just exit to the main menu)
* Take the blueprint out of your library and place it in the world
* The newly placed inserter still knows its stack size override is on, but the limit is now 1
This does not happen if the blueprint is exported/reimported via string instead of being saved in the library, and it does not happen if you don't exit and re-enter the game.
