vsync on/off has no effect.

Note: also occurs on 5s and 1m power statistics window, and logistics contents window (L)

Occurs significantly more frequently among networks or screens where activity is occurring, but still occurs among logistic networks with no change (no bots flying, same items in network)

Video analysis on a static network shows it flickers every 2 s (almost exactly) where it is gone for 2 frames
